it saddens me how MNDOT listen to no one at the meetings, and proceeded with the plan they wanted. I attended every meeting meeting, and they "listened" but never did anything. A roundabout on 61 / 316 is all that is needed. Thanks for wasting tax money.

I live in one of the developments over on this side of town. Been in Hastings now for nearly 14 years. What I am left dumfounded by is that there is nothing being done to the merge into 61 from 316 (where there have been TWO deaths and innumerable crashes). Further more it seems like no consideration has been given to future traffic needs of our city. What happens when more developments are put in over here? If this was the plan why not double lanes in both directions?

The issue with this "merge" isn't with the lanes or the merge, but the drivers using them. Nothing is needed...there is NO Yield sign...which means Continue on with the flow of traffic. Don't slow down, don't come to a complete stop...Keep the flow moving as indicated by the lack of signs. I mean...316 has its own lane...there isn't a Merge. I am dumbfounded more so with the drivers who still don't get it, rather than the lanes themselves. Actually...calling it a Merge is even incorrect. Incompetent drivers are really the Issue...but that's not just 61/316, that's becoming more prevalent all over. Crucify me for my comment...but I'm not wrong. They’re removing the ability to cross with a vehicle. The inner line is a solid concrete barrier. You would have to travel down to a round about to cross. On foot the amount of crossings existing or being made will make foot traffic crossing easier.

Heading up north this morning, had a truck trailering a boat jump right out in front of me at Viking Blvd, and cut over two lanes to get into those U-turn lanes. I was on Hwy65 doing 65 mph, and had to hit the brakes hard. People aren’t going to wait at those red lights, and will take chances when in a hurry. It’s only a matter of time. Someone’s gonna cause a big wreck. Brilliant!!!!

It's for those who have to make a U-turn to cross Viking. There's an invisible wall on 65 at Viking which NO ONE can cross, so the only way to get across is by getting on 65 and making U-turns. BE CAREFUL, because many are confused. I saw a bunch of shattered glass on the side of 65 there; I wonder if there's been an accident already.

I love how they try to sell this as you come up to all three lights and they all turn green nearly immediately. How far from reality can you possible be! I was not even aware that this was being done until I saw the sign. I actually have to work for a living. I am LIVID! MDDOTVIS your response doesn't even recognize that it is already a stop light controlled intersection NOT a minor intersection. This is a horrible thing that they could ever do. They say that they have done the research and that we had plenty of times to go to the council meetings. But they didn't take into the fact that some of us weren't around during those times and that we were FORCED to move to this area and had no idea that is was coming. Not to mention that the only signs of the construction going on is north of sims and south of 85th. If I never went past that area no one would know it was happening. SO that's a cool move as well, not. here are the problems I see with this 1. Work commute time is going to be longer for everyone. Why do I have to go north any amount if I need to go south? Talk about a waste of gas. 2. Emergency vehicles and big truckers. How are they going to get to where they need to be with all these extra blocks. My house went up in flames last year and I lived a few blocks from the fire department. Now I have to wait longer to watch my house burn before my eyes because they need to find a way to get here in this maze. and Semi trucks CAN do U-turns, yes. BUT they are wide and need so much room to do it. 3. The snow plows, Have done a wonderful job this year, yes, but I have noticed that those areas are last concern and never got cleaned till the very end. 4. Part of their research said that this type of stuff worked well in other states and well, those states aren't this state. I've lived here my whole life and Minnesota sucks. Especially when it comes to driving. 5. From what I recall, I could be wrong, crossing so many lanes too fast it illegal and yet here they are making that the only way to get around any more. Why don't they change the law that if I am going to make a right turn I must be in the leftmost lane and change lanes last second cause that's what it looks like? 6. It is, from personal experience, so much easier to cross traffic when I can keep my wheel straight and go straight through the intersection not when I have to account for speed to merge and to turning and praying that my car won't fly off the road, especially when it's raining or snowing. I honestly have yet to see anything good come from this decision. I personally can't stand driving in complicated intersection and I loved going to oreillys on 157th and central but I hate the intersection on 65 and the ones if I was to take the back road, yeah that's a personal opinion, but it doesn't change the fact that now they just lost a dedicated customer because of the way they are designing the roads. Like i mentioned before I'm new to the area and boy was i so excited to find that I could go south just a little and be at a movie theater but now that they messed up the roads well, it's not worth it for me to go south to see the movie and go south some more to make a u-turn to come back north to come home. So the movie theater can thank MNDot for a customer that they were going to have but now won't. And I've been dying to see what they've done with the place since I see they remodeled. Never saw it before but I guess I won't get to see it now either. I can't be the only one who feels this way and If I am then I guess that's unimportant. The only good I could see is if MNDot is going to start paying for our gas and commute since it's going to take a whole lot longer to get to work and places that we need to be. But that isn't going to happen cause they will waste all their money doing shit like this only to be putting it back many years down the road. Took them 15 years to put my childhood neighborhood back to the way it was before they messed it up with their "it will work better" construction. Very disappointed in MnDOT and their lack of research and knowledge for the area and comparing us to states that don't get things as we do.

I've seen a lot of bad traffic solutions for supposedly dangerous intersections, but this is the WORST solution I've ever seen! MNDOT's excuse for creating this disaster is that some people complained that the time allowed for vehicles on Viking was not long enough for all the vehicles to get through the light at highway 65. One simple and far less expensive solution would be to extend the time for the green light for those on Viking, so more vehicles could get through the light. Now those traveling on Viking will have to wait longer at two lights, possibly three, instead of just one, which will frustrate and anger many more people! They will also have to travel a mile or more out of their way, just to continue on Viking or to turn left onto highway 65. I noticed there are new buildings being built near that intersection, which will soon increase the amount of traffic at this intersection. What idiotic solution will MNDOT come up with when this solution causes more problems than it supposedly solves? I heard that this project will cost WE, the taxpayers, $9.5 MILLION. What a TOTAL WASTE OF OUR MONEY!!!

Now that this is done, and I've driven through and over the new alignment, I can say that the new alignment is definitely worth the drive. The bridge is a little unnerving the first time though. The new pavement is nice. The old alignment was definitely not maintained very well and rather steep.

This video was not intended to be a traffic simulation. You are correct that many different types and sizes of vehicles would be present on any given day. I hope that after watching the video you have a better understanding of the layout of the intersection and how to navigate through it.

How stupid do you have to be to design an intersection like this.... all you are going to do is waste taxpayer money to move the backup from Viking to a backup on 65 and Viking. Do you even know why people complain about that intersection? The lights on Viking blvd are green for like 5 seconds. You can get maybe 3 cars through the intersection then it’s a 3 minute wait to get another 3 cars through. You say this is the most cost effective way. When all that needs to happen is leave the Viking blvd light on 15 seconds. It’s practically free and will help with the Viking blvd backup. Sure 65 traffic would have to sit for 1 minute but that light is green long enough to accommodate. There’s no good cost effective way to solve any of these busy intersection on 65. But the little time change in the light will help. What about the truck traffic too? That’s a very busy trucking intersection. It’s just going to be accident after accident. Trucks will need to use both turn lanes to make that U turn cars will try to sneak around them it’s going to be a mess....

The opening graphic of the original bridge is a photo pan and zoom. The rest of the video is a 3d computer model of the proposed bridge (now fully constructed) composited over a video background. The video is hand held camera footage shot from a helicopter, not drone footage.

This is ridiculous. Apparently the City of East Bethel AND the state of MN love to waste money! What a waste of resources! Doing this drive EVERYDAY will cost more money for gas and wear and tear of vehicles with the extra drive time and mileage. Why do we have public city forums if you aren't going to listen to the people? I was there and the people said "NO". I remember one gentleman asked the question, "Why not just put in a turn lane?" Hello? This would have solved a lot of the problem and would have taken less time to do and less of a hassle for the public. You say it will work, and maybe it would if there weren't any semis on the road slowing down the flow of traffic so you don't get through the lights. Totally foolish East Bethel and the State of MN. You should be ashamed of the waste and the lack of support of the people.

The additional travel length for the new intersection is approximately one-quarter of a mile. Adding additional turn lanes was one concept that was evaluated during the study of this intersection. This intersection has a number of challenges which add to the costs of constructing a wider traditional intersection and also inhibit the effectiveness of a traditional intersection. One challenge is the median on highway 65 at this location is very wide, which prohibits the left turning movements from Viking onto 65 from running simultaneously. Having to separate these movements into their own signal phases causes additional delay at this intersection. Other challenges include: poor soil conditions, limited public Right of way, and Crooked Brook creek running through the intersection. All of these challenges add to the costs and reduce the benefits of constructing a traditional wider intersection with additional turn lanes. MnDOT has very limited funds to improve traffic flow and spends most of its funding on preserving the condition of its existing infrastructure. Signalized Reduced Conflict Intersections have been shown to reduce injury crashes by 22% compared with traditional signalized intersections. MnDOT has a responsibility to its stakeholders and the public to deliver projects that provide the most benefit for the least cost which is why the Reduced Conflict Intersection alternative was selected.

Horrible, waste of money and if you drive this everyday it's a pain in the butt and will make me take a different path to get on 65 South from Viking Blvd East. Little kids get an engineering degree and decision makers want to try something "Fun" and this is what you get. This isn't even a problem intersection, go look at the data and there are far worse intersections on 65 than this one. Also, 10 years from now when expansion builds this part up, they'll rip the whole thing out and put a bridge in. What a waste.

MnDOT consistently receives complaints from motorists who travel Viking Blvd about the delays caused by the signal at highway 65. Common complaints are waiting too long for the light to change or having to wait through multiple signal cycles because the green time wasn’t long enough to clear the queue of vehicles on Viking. The median width on highway 65 causes the existing signal system to operate inefficiently and traffic modeling of the proposed design has shown that it will reduce delay at this intersection. This type of intersection design has also been shown to reduce injury crashes by 22% when compared to a traditional intersection. You are correct there are several other intersections on highway 65 that are operating poorly due to lack of capacity. Addressing these intersections through the construction of grade-separated interchanges with bridges will require a such a significant amount of funding, that it is unrealistic to expect they would all be addressed within the next 20 years. MnDOT and the Metropolitan Council recently completed a study of several at-grade intersections throughout the metropolitan area to help prioritize which intersections to address. Viking Blvd and Constance Blvd were both identified as Low-Priority Intersections and Crosstown Blvd was identified as a Medium-Priority Intersection. As you can see from the study, the need for grade-separated intersections in the Twin Cities Metropolitan Area is significant and given the current and expected levels of funding, it is unrealistic to expect a bridge to be constructed at Viking Blvd and highway 65 in the next 20+ years.

We live 1/2 mile east of Highway 65 just north of Viking. Almost all of our travel involves going west on Viking, then south on 65. We will seriously consider moving if this is built! It would force us to deal with waiting on THREE traffic lights instead of one already too-long wait for one left arrow light. This intersection already offers dedicated green lights for each direction, so there is not this so-called dangerous situation of cross-traffic. This proposed idea is confusing, adds far too much time to travel, and seems like a huge wast of taxpayers' money. It seems like some are to justify their jobs by coming up with unnecessary and ridiculous configurations like this, at our expense and huge inconvenience. I can't emphasize enough how I am against this very bad idea.

MnDOT realizes this intersection design can feel counterintuitive, however numerous other states including North Carolina, Ohio, Maryland, Michigan, and Texas have constructed these intersections and have proven their ability to reduce traveler delay. This type of intersection design has also been shown to reduce injury crashes by 22% when compared to a traditional intersection. MnDOT hired a consultant to complete traffic modeling for this intersection and the results of the modeling showed a reduction in delay at the proposed intersection. The amount of time saved increases in the future as traffic volumes grow in the area when compared to the current intersection configuration. The signals will be coordinated so that when traveling through the intersection you will not be stopped at multiple red lights. If improvements are not made to this intersection, the problems with waiting at long red lights and through multiple signal cycles when trying to cross or turn onto highway 65 will only get worse as traffic volumes grow.

The concrete medians will be constructed with mountable curb meaning emergency vehicles can drive over it if they choose to. The signal system will be equipped with Emergency Vehicle Preemption (EVP) so the lights will be green for oncoming emergency vehicle traffic and red for the opposing traffic.

They will have to slow down to turn, accelerate, slow down to turn again, accelerate, slow down to turn again, all just to go straight. The Ham Lake fire chief requested a designated emergency access center lane at these RCIs in Ham Lake, but MnDOT thought it was more important to not allow the possibility of a car following emergency responders through this lane, than to allow emergency responders quick access. With an RCI, drivers from the side street only have to be concerned with one direction of traffic on the highway at a time. Drivers don’t need to wait for a gap in both directions to cross a major road. Traditional four-lane divided highway intersections have an elevated risk of severe right-angle crashes (commonly called “T-bone” crashes), especially for drivers attempting to cross all four lanes of traffic or turn left. At a traditional intersection, motorists from the side street need to look in both directions to cross a four-lane divided highway. Left turns require the same level of attention. At an RCI, drivers always make a right turn, followed by a U-turn. Motorists approaching divided highways from a side street are not allowed to make left turns or cross traffic; instead, they are required to turn right onto the highway and then make a U-turn at a designated median opening. And the traffic turning right onto the highway are controlled by a signal. This reduces potential conflict points and increases safety. Generally, the delay caused by a signal is greater than the delay caused by the RCI. Additionally, RCIs are much faster to build. They can be designed and built in approximately one year. Interchanges typically take 3-5 years. And RCIs are much less expensive to build than constructing an intersection with a traffic signal and are a fraction the cost of building an interchange. National studies show a 70 percent reduction in fatalities and a 42 percent reduction in injury crashes where RCIs are used. A recent study by MnDOT found that eight RCIs studied in Minnesota had a 100 percent reduction of fatal and serious injury right-angle crashes, a 77 percent reduction of all levels of severity for right-angle crashes and a 50 percent reduction in injury crashes. www.dot.state.mn.us/newsrels/17/06/15rci.html And finally, Reduced Conflict Intersections are not a new idea that we need to create publicity for. I don't believe this, except government accounting practices are very questionable, so I suppose you can claim this if it fits your narrative. Also, a traffic signal at this intersection ALREADY EXISTS, so unquestionably this would be a considerable and unnecessary expense. Your comments here are obviously a pat answer that does not even apply to this intersection, where we already have dedicated green lights controlling the traffic so we do not have to "wait for a gap in traffic" but rather just wait for our green light.

Since this is a signalized intersection, the safest way to continue westbound on Viking Boulevard would be to wait for the green light. You would not be crossing any lanes of traffic. You can turn right on a red light from the right lane only. You should not cross directly into the U-turn lane from a red light. You should enter the right lane of TH65, merge to the left lane, then merge to the U-turn lane.

Your vids are fantastic. Can I ask what software you use to generate the moving vehicles? Is that a V-Ray/Max plugin?

Thank you for the compliment! I use 3ds max and render with Mental Ray. The vehicles are from Sugar 3D which you can purchase on Turbo Squid. I use max script to distribute the vehicles on paths and set their speed. For this animation I created another script to help key frame acceleration and deceleration of vehicles through the roundabouts.

Wow, very cool. Did you create your initial script as well or is that freely available? Many auto animation scripts are jerky or just look wrong in one respect or another. Yours are incredibly smooth. Would you be willing to share the script? Or know of one out there that you really like? Tnx again!

Great video. As someone who went to school in Forest Lake and now works on transportation issues, I really appreciate the work that MNDOT is doing here. These intersections were so dangerous and unfriendly for pedestrians, it is no wonder that many students chose not to walk to/from school or other destinations. I am sure this took a lot of work, and the school district should be applauded for stepping up and working proactively with the city and state on safety issues.
