It's better to change the fan. It's fails when fan catches huge dust or lubricant evaporation

I have this problem that my CPU fan whe nI boot up my pc ... the fan will be stuck for atleast 1-5 sec... then it will spin afterwards... and its loud.... so I always do is shutting down my pc then try to reopen it or opening my case then try to spin the fan (slowly) then open it again and its not loud anymore
