However, what's lacking, which is fairly common among prognosticators about the future of China's economy, is the role played by unequal exchange in international trade. More specifically, uncompensated value transfers from poor to rich countries, the periphery to the center, that is. There is ample data that show value transfers in international trade, such: IMF data on GDP in both current dollars and PPP; World Bank and ILO data for employment; and UNCTAD-EORA data for the relatively new phenomenon of Global Value Chains. These data sets can be mined to clearly show value transfers from poor to rich countries. The cause of these value transfers lie in the position of countries in terms of productivity, which determines the "strength or weakness" of each country's local currency. What I am implying here is that even in a world where there is perfect competition and free trade, there is unequal exchange resulting in value transfers from poor to rich countries. Of course, monopolistic practices, strong-arming methods, or other imperialistic behaviors, all contribute to further value transfers. The point is that value transfers from poor to rich countries is not a bug, but a feature of a world organized with capitalism as the mode of production. Among the so-called emerging peripheries, the data shows that China is contributing less and less to uncompensated value transfers to richer countries, such as the US and the EU. A very important implication of less and less value transfers from poor to rich countries is: the wage-bargaining process in advance economies will be MORE conflictual, that is, employers in rich countries will find it increasingly difficult to meet the wage demands of workers. The extra profits stemming from value transfers from less competitive trading partners will be less and less and will be the root of this more conflictual wage-bargaining process. Thanks for reading.
