Metropolitan Melbourne is more populous than Metropolitan Sydney because Chairman Dan declared Melton a part of the metro area even though Melton does not have most of the metropolitan conveniences which the surrounds of Sydney does have, such as sewerage and double-deck electric trains every ten minutes in the peaks. It won't be long before they tack Geelong onto Melbourne and it doesn't have frequent rail services either.
