Government owns judges, police, attorneys, etc. 5. Civilian life very hard. 6. Don't buy cigars from civilians on the street. They are expensive in state run stores. 7. Don't share taxi with strangers. 8. Crime is low. OK, so now I can deduce that the big guy gets a cut of the bottled water and cigar revenues. Crime is low because most people don't have shit to begin with. Sounds like an idyllic setting for a wonderful vacation.
