Well, strictly speaking they've announced a song festival, the winner of which is likely to go to Eurovision. They've yet to officially confirm participation, but it seems v likely.

France have hosted twice in the past 3 yrs. They didn't think it was fair for them to host again, plus they're also hosting the Olympics this year, so they turned the offer down. The EBU then offered it to RTVE as runner up. Unlike the adult contest in which the winning broadcaster is supposed to host, in JESC they are just offered first right of refusal.
