Buh. First for the ammo, it just auto moves to other types you have, in this case express ammo. And M1899 is not the best pistol in the game, it’s the semi auto with better stats in all categories.

I made a comment here a while ago but you can also non lethal take out the invincible o’driscoll (I think) by shooting his gun. Haven’t tested it on this one specifically but for another one you can
