I don't think he necessarily scripts the manhunts, but if there's one thing that's obvious is that the "hunters" aren't really hunters; their job, like dream's, is to make content, which does mean they act silly on purpose in order to give dream a chance, as it's not so entertaining for the viewers just watch dream get ganged on. This doesn't mean that hunters get instructed by Dream to go easy on him, maybe that's indeed the case, but regardless, it's always in their best interest to go easy, if they make it difficult to make content they wouldn't keep their roles.
