What are these .seh commands? Are they an instruction for processor hardware or is it a reference to kernel function? If it's part of kernel function, does this mean that compilers are not just processor architecture specific but also OS specific?

None of this make sense. How does the CMOS = 0 When the input is 1. The PMOS gives you 0 because it inverts the value but a NMOS will remain the value 1. I have no idea how it is zero I am so confused it makes absolutely no sense.

mips can do read/writes on 8,16,32 bits, but it clears the rest of the register

yes but it is still only writing 32 bits at a time (the rest of the bits are just zeroed out for the write)
