Sir i had a doubt in this question. Shouldn't the angular acceleration of the pipe be greater than and equal to 5? because in your solution we have assumed pure rolling. But even in the case where the cylinder slips with respect to pipe there is a possibility that it remains stationary with respect to ground. in that case when it slips with respect to the pipe, the kinetic friction acts instead of static... basically my point is that even if alpha is greater than 5 and even if slipping occurs, the pipe will remain stationary with respect to ground.. pls tell if my idea makes sense

sir ji in com frame kinetic energy is 1/2(mu)vrel^2 but in reduce mass frame there is additional 1/2Mvcm^2 term

You can confirm it by finding the point of application of centrifugal force ... For any linearly varying force which starts from zero will have point of application at L/3 .. just like pressure force
