It can. This world is a test. Every human is given free will. He has a choice - the good action or the bad action. Bad action eventually results in evil being spread throughout. Simple. It is due to the actions of immoral individuals which when done over and over again results in extraordinarily evil action like those of the xayonist entity of 1s₹@€L for example.
