I'mma be that guy and say that Hakita has basically confirmed that this isn't intentional, he hasn't said it directly but he has been poking fun at people on twitter and the second dev stream for thinking the requiem motif is in the song.

I think the reason behind the motif similarity is actually in the definition of requiem ( a mass for the repose of the dead ). both layer have gone through a massive purge like event and the motif symbolizes the great amount of death in their own ways which is why War Without Reasons motif sounds different compared to Requiems motif

2 cities stand side by side. a great utopia, a leader who belived love shouldnt be punished, flowering and thriving in the most unbelivable of circumstances, where peace and revolution lived on on the depths of hell, suddenly crushed by the sheer migth of heave, blind and wrathful justice just like minos promised, torn into a broken parody of itself a machine of death, standing tall in the sky, its cold metal frame not made for life but for death, the loud engines powered by blood and sunligth keeping its few residents up at the loud nigths filled with the screams of those below as cities are turned to ash and rubble, the last livable thing on the planet is one made for sheer destruction and death, casted to the depths of hell just to show human ingenuity bests even the cruelty of demons, to this, comes one last reaper, a machine just like it, made with one purpose, end its horrible existance with sheer violent efficiency.

oh my god. its humanitys requiem. lust is the pinnacle of human achievement and violence is the failures of it. its humanitys final piece, like how requiems are always the final piece of a movement. if we hear it again its going to be related to the fall of humanity, because requiem is supposed to be a _conclusion and summary of human existence_ in ultrakill
