Kallus was quite literally one step below a jedi only because he couldn't manipulate the force. Perhaps he did have force enhancement like Han Solo where the force wills them to be more capable than they should be. But Kallus has no ability to consciously manipulate the force. But his fighting skills and intelligence make him a threat in any fight
