I moved to SoCal from the Midwest as an adult in '81, and these clips look very familiar to me. I'd say most of the clips are '70s as the title says, but there are a few that look more like the late '60s. There are also a few that are definitely '80s, such as the one around the 3:20 mark. That LAPD unit rolling by is an '85 Impala.

Driving was a chore in those days. 90% of cars were manual transmission. Stalling out in intersections was common. Clunky driving was the norm. Kids in the backseat got thrown around. It was part of the ride. No seatbelts too.
