High end manufacturers in the Soviet Bloc, such as Tatra, used to do that too. Presumably their owners were high apparatchiks belonging to the nomenklatura, not unlike those few Englishmen who were allowed to buy a Bristol. A far cry from the days when their car was a somewhat updated copy of a pre-war BMW, made from blueprints "liberated" from the German factory.
