Originally, yes, he did. But the 12 points he got from Belarus was a mistake by the EBU, who amended the results a few days after the contest. The short story is that the Belarussian jury got disqualified and a substitute set of jury results were calculated based on the jury votes of countries in the same allocation pot as Belarus. However, a mistake was made, and presented in reverse, meaning that Kobi actually came last in the recalculated vote, not first, and the 12 points actually should have gone to Malta. So in the amended, correct results, a few results changed, including Kobi ending up with 0 jury points.
