Nice. I met the same issue before. At first, I thought the MCUs were spoilt and, luckily, did not throw them away. Later I tried to access the same MCU with ST-Link Utility and clean the chip. It works again in Keil. Another way I tried to flash the MCU was by using the serial port (UART1). Again, the ST-Link debugger works after I re-flash the chip.

Yes, that is something I've picked up, but can't remember when and where, but, that is the way to resolve this issue.
