19:25 actually it's a base game feature that since the creation of the game it has been there, BUT with the addition of new features with other packs the possibilities of getting these events were dicreasing, so now they "upgraded" it to be more frequent, even other packs features on the phone were included. i don't know if it's exactly like that, but it's someating near to this (btw, sorry for the english, i'm not a native speaker)
