Literally, varga-uttama means the "highest, most elevated varga". It is linguistically related to uccha. The interpretation is of course open to interpretation. Vargottama for me is very strong and a stable thing. However, even an "exalted planet" can be out of bounds....

Excellent video. 9th lord of D1 should be well placed (exalted)in D9 else bad luck. Neecha banga raja yoga means Debilitated in D1 but Exalted in D9, great luck though No resources. Otherway is not lucky(raja bhanga). Check LL of D1 is well placed in D9 and other varga. Planets placements in D1 shows resources available. Planets in D9 shows luck. Count D1 lagna to D9 lagna, how many houses, say X houses add 1 house, then result house is more important. Eg d1 lagna to D9 lagna is 7th +1=8 th house prominent If vargotamma lagna means 1 + 1=2 good sustenance means long life
