The "normal start" is most definitely the most attractive start. As a parent, If my student would not get the full learning experience/benefits of a large University, such as UK, then I am not too willing to pay the "full price" of what it would cost for tuition/food/dorm/etc.. My student can live at home and enroll at a community college or other cheaper option. I don't think having such tight restrictions is sustainable. Students will choose to either not start college right away (freshmen) or choose other alternatives to learning. I understand some new standards must be put in place, but by implementing such extreme changes and confusing operations (such as designated walking areas/only interacting with your LLP or designated cohort) there will be a huge decline in enrollment.
