General funds are non-restricted funds.....ARPA funds are restricted, that have to be separated. They have to really be careful when dealing with federal funds. It would very difficult to prepare for an audit if you have restricted funds running through the general fund. The city attorney would refer to an accountant, he doesn't know!! Quincy is talking about interpretation...it's GAAP rules, and govermental accounting rules! He doesn't know much at all! The fact that Quincy accepted an expensive lawmower and whatever else he accepted causes me not the respect his opinion because he feels what he did was ok, when it's clearly a conflict of interest. City councilmen have been convicted for the things they are doing. The government will eventually step in if they keep it up, because it's federal government money.
