i think it sounds like topics that wizards learn (in wizard school?) like a school chant, used to represent how he has forgotten how a wizard should be.

Peter Jackson said he wanted to change the death of Saruman so he would die ealier. It was just for the plot because in the real storyline Saruman could flee and nearly destroy the shire. And this was against Peter Jackson's version where the Hobbits came back to there beautyful home and everything is the old.

The wizards are special Maiar, called Istari. There are many more Maiar, who aren't 'wizards'. The Balrogs are Maiar too, and even Sauron. You could compare them to the christian angels, although they have a body.
