This is on the Uni. of South Carolina campus, downtown Columbia. This area floods ALL THE TIME. I'm 55 yo and don't ever remember it NOT flooding after a heavy rain storm. They have tried many times to fix & modifiy, but without results. Not sure what could be done.

Now living in SC. But these "gully washers" look just like the ones we had in Arizona! In AZ they had to make a "Stupid Motorist" law specifically to make people aware to NOT attempt to drive across flowing waters! Didn't help much! Can't fix stupid!
