Footage from the Radiophonic Workshop says they primarily used an Odyssey and a CS80 for the 80s version of the theme and its incidental music, but the Minimoog is capable of many of the same effects as you see here 😊 (There was an old grainy version of that interview put on KZbin forever ago, but the BBC put out their own HD version a couple of years ago!)

Hi, you have misnamed your synth! There is nothing "mini" about this incredible instrument and I have chosen to now call it the "MightyMoog". It is a much more apt description for this fabulous piece of technology. Mini in size but Mighty in conception! Great series and the best expose of this on KZbin. Bravo

Sacrificing an oscillator may not be ideal, but as you basically said - there's 3 of them! So not as big of a deal as it could've been. Plus, we're talking about a relatively early standalone synth, ofc; the fact we have a fairly versatile mod source like that is very nice. [6 waves, keytracked or not, audio rates, etc.]
