Why not just give a prepaid debit card of 1250 a month but make it that it's use or lose. Meaning it's recharged on the first day of the month or close to it and you have until the next payment date to use it, otherwise it's only refilled to the $1250 amount. This makes it so that people can't just save it up, and would stimulate the economy reducing the impact on the program. People under 200% of the poverty rate for their household size would qualify and not matter on the source of the income (benefits/work/etc). This could be increased each year so that the rate always remains at the poverty level but not under it. Plus any money not used is returned to the 'pot' each month lowering the cost a bit.
