Can you explain the strengths and when to use song of silence? Does it affect teammates? If so, when do you use it to not negatively impact your teammates?

doesnt affect teamates and its makes so spellcasters cant cast and if they are in the middle of casting it cancels it and stops spell casting for 2 seconds it can catch a wizard off guard and avaliable for more dps

I've been playing bard and I can never find fun teammates to run bis loot like this with have any advice? I have a couple friends I play with usually but we rarely can all be on at the same time. I use LFG but I wanna run up games like this not
