the reason why he had different movesets was because goku Z early was the saiyan saga goku who learned kaioken and spirit bomb for king kai. while the goku in raditz saga never met king kai or knew him

Also Goku in the Raditz story mode, his ultimate attack is 'Super-Kamehameha'. I wonder if they omitted his Meteor Combination since that was given to Goku-Mid in BT3 despite performing that move in the 23rd Budokai arc tournament. So the question on changing movesets via costumes is open as Android 18 in this demo does not have Kienzan, it might be given to her Buu arc /DBS costume as Goku (DBS) will have power pole costume change special that opens up room for costumes having locked movesets like in Xenoverse as opposed to Raging Blast selectable movesets.

the problem is that there is no moveset changing via costumes. The Raditz fight Goku likely has a stock moveset just for that fight (note it doesn't have any moves of it's own, just copy and pasted from other Gokus) and the Spirit Bomb is bas DBS Goku's ultimate.

His ultimate is called "Super Spirit Bomb", the same as Goku (End). Either it's _the_ exact same move, or Goku (Super)'s ultimate is where that Kaioken SSGSS Goku comes from. I haven't seen footage to definitively prove either possibility though. Update: This was confirmed by SeeReax's second exclusive footage upload (watch?v=4BoWoJnjLLY). The Kaioken x20 Goku we see there is from base Goku (Super)'s "Super Spirit Bomb".

I was fretting about Sparking Zero resorting back to the BT3 small list of attacks that exclude many other cool moves, but you telling me that there are more depending on the costume makes me so happy. It’s kind of like a middle ground between BT3’s moves based on variations and customization from the Raging Blast series. As a result, Vegeta on Namek with the outdated armor could have the rush attack that he used to kill Jeice, as well as the Final Burst Cannon as his ultimate attack when he tried to kill Frieza. And Kid Gohan could have all of his moves in the very beginning of Z when he attacked Raditz, and when he angrily fired a beam after Piccolo threw him towards a mountain.

The fact costumes have different supers is HUGE! It's like having another character without wasting a slot. Really happy they did that for early goku. Because of that we get end of dragonball goku and post king kai goku in 1 slot. Really smart move. Now it makes sense why there is only 1 Piccolo; there is no need for more than 1 when he can have all his supers in 1 slot. Wonder if they will do that for android 17 and keep as 1 slot. This opens things up for a lot of things. Tien always gets shafted in these games (and all media), he has so many moves but never actually gets them. Now with different costumes we can have all his moves (and there are a lot) without having to make 3 different characters.

2:31 I assume that each character, or at least some characters, will have unique win screens if they win with specifically their ultimates. Sort of like how Legendary Finishes work in Dragon Ball Legends. The only way that can be even more peak is if some ultimates are given a slightly tweaked animation if they deal the finishing blow. So the Spirit Bomb, for example, can have the effect it had on Vegeta during the Saiyan Saga if, and only if, it depletes the enemy's HP to zero. Basically functioning as a Legendary Finish.
