You may not understand the development process, and that goes for all of the above replies, too. If you can't get something working in time, you cut it. It's not like you can nefariously conceal non-working elements as cut content. That's exactly WHY you cut content. It's how all software you use gets made, including all video games.

@@reedy_9619 the thing is, when you first meet him, his name isnt know, so it just tags him as "Dog" funnily enough tho, the Dog you meet at the Red Rocket (which in and of itself is fucking hilarious since that is the nickname for a male dogs genitalia) is in fact a different dog entirely. when you learn of Dogmeat's real name, which is Dogmeat (duh) the one you traveled with is replaced by Dogmeat in the game world, while the other one named just Dog is disabled entirely, removing him from the active game as a whole.

My 2 biggest FO4 Dream Mods would to make a big compendium adding back all restorable cut content as closest to its intended purpose. My second dream mod I want to make is one that gives Characters their Fallout Shelter Online “Max Hero Outfits” which are much more detailed and impressive than their deafult appearance while still capturing the character’s personality. The Institute ones at my absolute favorite. A Chinese non-canon Spinoff made the Institute armor look way cooler than vanilla did

The room in Kelloggs head isn't exactly cut but the rest of the interaction is. You can see the room off the side of the pathway and if you have a jetpack mod you can fly over there. In the last memory there's platforms behind it that lead into the memory for X6-88 to walk through. They are one sided doors. In one memory there's a bridge that spawns outside a window that i think you were able to walk on if you managed to keep it loaded. There's also an elevator call button floating in between on the ps4 version. Not sure about other versions.

That institute power armor has been restored via mods. There's a neat mod that adds the Institute Power Armor into the game, with 4 variants as well. Also, I think that "Gone fishin" note is still in the game, as I remember Oxhorn showing it during his Far Harbor playthrough..
