In question no.2 why 6 is selected four times and why only 6 is selected there are many numbers we can select 5,4,3,2,1, please explain sir

there are total 6 number (2,3,4,5,6,7) and if reptition is allowed means total six number may sey har ek number ko 6 chance milega 4 digit ka number baneka..... isleye 6 liya and if reptition is not allowed means first place par koi bhi ek number select hoga 6 may sey then second place par ab koi bhi ek number aayega 5 number sey and so on....
