Newb question: does "off" here mean electronically turned off, or just mechanically closed? In other words, if they're not making any noise, does that mean they're off?

Good question! Most air valves are dials and turning them to the right typically turns them off. The best indicator if it's "on" or "off" is if the bubbles stop coming out of the jets. You may have multiple air valves on your hot tub, each controlling a different part of your spa. If the bubbles don't stop no matter what direction you turn it, the air valve may need to be replaced.
