As per my calculation the video is correct, its 5 percent solution so if we add 4 parts water to 1 part chlorite which already have water mixed making total of 5 which when divided by chlorite solution percentage we get answer 1

When sodium hypochlorite diluted in water from 10% to 1% in this method ,stability of diluted material @20 deg.cent is not more than 12 hrs.Because which forms HOCl + OCl - n this is unstable in RT
