It needs a minimum amount of current like 5 ma to 10 max current or otherwise possible the voltage will change only use it for loads if 10ma to 1.5A

no, lm317 only works up to 1.5A

There is no benefit from this circuit because it does not operate a 12 volt lamp. This is based on experience because the amperage is very weak
