Honest question. I was predominantly a PLO player in the past, but that was some years ago. Why do you think that's a bad flat? What would you do instead? Hand starts at 05:10 - it seems fine to me. No reason to bloat the pot pre. You have two shortys in the blinds and if either pots it you can just fold. You get to act last so you can check behind with your single pairs or Q and J high flush draws on the flop. And, of course you can flop/hit four nut straights, one second nut straight, and all the 2 pair, trips, boats, and quads. Seems like an obvious flat to me. I might raise and get it in, in a KO tourney vs shorty (not Livingston), and I might fold on the bubble or like three handed vs a big stack with another shorty behind. I think I would call most of the time.

I never been a fan of mixed-game tournaments with different speeds(fixed limit/pot limit/no limit). I'll stick to HORSE. Call me when somebody comes up with an 8-game mix thats HORSE plus 2-7 Triple Draw/A-5 Triple Draw/Badugi.
