Matt called Tanner "rich boy" in the past sense as in when he was a kid. Remember that TV in cars, in the 90's and early 00's, was a feature that was damn expensive. It was a 2-step cost (installing the wires and system plugged with the vehicle's battery and the DVD player). Most people were just avoiding the feature because they could get a DVD player for 1/4 that price at home instead and watch it on a "bigger" screen.

You are comparing things that are, today, cheap with things that, quite a few years ago, was damn expensive. Around the early mobile DVD systems that could be used in cars or vans, said systems were at a price tag of around 800$ at the cheapest and that didn't included the installation nor the screen.
