Why fire the Captains? It's not their job at all to secure the tows. That's the deckhands' job. The Captain runs the towboat.

Yeah ......they cleaned up the Ohio but have done nothing about the companies that still dump pollutants into the water (of rivers that feed into the Ohio) because it's cheaper for them to pay the fines than to correctly dispose of it.

I can assure you that it was completely accidental. The pilot was new to that river and wasn't expecting the cross current to pull the tow towards the dike.
