I think you got the senkei wrong.It was a defensive stance where the enemy loses his speed. In his fight against ichigo, ichigo taught byakuya gain speed to match him in his bankai from but byakuya corrected him, telling him it was ichigo who got slower. Also it has an ability to attack on all sides, he just didnt use it on Ichigo fight because he taught that was cheap.
