They don't get away with it in gta online, it just takes time to get caught. I've had a few people who played daily, with redicolous amounts of money in their characters, they played for like 1-3 months overall then all of a sudden their accounts are offline and lacking activity, pretty much shows that it takes time to get things done. Rockstar will catch hackers, some are easy to deal with, some others aren't as easy. I met this one guy who had unlimited money basically along with unlimited ammo and extra fire rate for rpgs, the dude said he played gta online with hacks since the very beginning of the pc release and knew what he was doing to avoid getting caught, same dude is now offline for months, he played often for another 3 months after i met him, he was around level 280 when i met him, he is around 340 or so now for months. This is probably the most extreme case i met. I've met asian players using godmode, teleport to rush missions for money (the last heist was the best thing back then), i suspect these players also got banned, they all vanished more or less within a month after meeting them. I have like, 50 players added, 1/3 of them are hackers that i met mostly in the last heist since i was grinding that money to buy new things, sticking around with them made the need to get money in gta less of a burden since the hacker was doing everything flawless. It's like taking a day off after playing with all the random idiots that don't know how to communicate or change lobby options.

Some csgo tournaments are only online and the players play from home or from a gaming house, that was the case when flex was cheating. Regarding kqly it was never confirmed that he cheated on lan, but he was vac banned while playing outside of competition. Regarding cheating on lan, there has been speculation that you could download community maps that would have the files hidden in them. Lans are also monitored by admins who stand behind the players, but the cheats they would use would be undetectable. Any cheats used on lan would probably be either aimlock or a low fov aimbot (an aimbot that only snaps if you are a very short way from the head). Hope I made things clearer:)
