There was a theory actually that it wasn’t the first shark attack to happen. The mayor kept covering it up until Police Chief Brody noticed that there was an attack and brought it to the public. Interesting thing about See No Evil 2, Tamara and the rest of the slasher fodder do follow the standard archetypes of slasher movie characters, however they are gender swapped. Tamara is the most obvious of these, as she is morbid to the point of pushing the story forward, sexually dominant, and a bit silly. Carter is more quiet, submissive, and killed first. See No Evil 2 is way more interesting to watch if you know the characters are gender swapped.

Anyone can look it up on KZbin and find it and honestly, to me, that scene should have stayed in the film to show how much respect the mayor actually has for Brody after the first movie.

So, in the original version, the Mayor actually wanted to close the beaches. However, he was in massive debt with the Mafia, and basically was in a situation where if he did, he'd more or less be seeing Jaws with concrete boots on. Granted, this is also the version from the book, where not one character is actually likable, and they literally said "If we kept the characters like from the book, everyone would be rooting for the shark".... but the mafia thing does give context on why the Mayor stupidly keeps the beaches open
