Teams pick QB's, in the 1st round to be their franchise QB. If and when they actually become a franchise, QB, then and only then will the dynamics of the relationship change and the HC, will at times defer to his QB and give him the latitude to do things his way. RG3 was at least 2 seasons away from that , so it had to be MS call. Go Hawks
