There was a nice write up of this test and the Bakersfield PD folks in the most recent Dillon Precision hard copy. I agree with Ken, at the time, the Bakersfield PD shooting skills were elevated by the wisdom of not only the testing, but the philosophy of needing the testing and the will to get ready for it. As a result, the Bakersfield PD lost no officers in shootings during that tenure. Great shooting Bill, well done.

Thank you for this video! Mike was my mentor. When he retired, Dave Boyd and I took over Rangemaster duties as the Bakersfield Police Department was growing. The good old days! I've been retired almost 20 years. The BPD target had a 7 inch Ten Ring and an oblong 9 ring. You couldn't have many sixes and pass.

Great article in the Fall Dillon Blue Press about the development and results of this COF. As a result of this qualification course Bakersfield P.D. had a hit percentage of 85% in gunfights when the National average was 15%. I think it is significant to mention that unlike many qualification courses there were actual consequences for failure to qualify, up to and including dismissal from the P.D. Which is how it should be in my opinion. Thanks for posting the drill

This was discussed in the recent October issue of the Blue Press. It was started in the late 1960s by a former Green Beret turned BPD officer. The Department did it with revolvers and clamshell holsters.

@@paultrent. Hi there. I'm the guy who wrote that article in The Blue Press. The truth is that when Mike Waidelich's BPD qual was implemented in 1968, the department was still using revolvers. Then over Mike's time as the BPD rangemaster, the department switched over to the Smith & Wesson Model 59, then 1911 .45s, then finally the Gen1 Glock 17.
@paultrent

I did these drills for qualification back in the 90s. We also had to draw and fire from the hip at 7 feet which took some practice, although you hoped you never had to be in that dire of a situation. I appreciate that you brought up the added time caused by a duty-rig as well as concealment. That impedance is often overlooked.

I shot this COF over the past weekend in a class taught by Justin Dyal, this is a challenging and fun course. As far as the video, my understanding is that the original qual used a 7" circle, not the 8" circle on the IDPA target, so it looks like Bill would be down two more points.

I love it when people say" it's the way of the future" . The simple truth is that electronics can and will fail. It's a matter of time. Using technology as a tool is great. Becoming dependent on it is a weakness . I love the GPS on my phone but I love using a map and compass because it gives me the empowerment that I'm not totally dependent on electronics.

How significant were the results of this qualification program? As previously mentioned, 85 percent hits in gunfights when the national average was 15 percent. Put another way, Bakersfield officers were outperforming the national average in police gunfights by a factor of 5.7 (rounded up). For my defensive handguns I still prefer tritium iron sights. I’m a fairly young man who doesn’t have the income to be a “1%er” and shoot thousands of rounds a year. So I also can’t really afford to purchase sights that are as expensive as the very few guns that I actually own. If I was going to spend that kind of money on sights I would be more willing to put one on a rifle or PCC where the advantage would be much more noticeable.

You lose one point for every point down from possible on-target, and one point for every quarter second over the time standard. So, let's say that, on Drill #1, two shots from the holster in 1.50 seconds, you shoot a down-0 and a down-1 in 1.69 seconds, that would be two points down total - one for the down-1 hit, one for the the overtime.
