Pakistan needs to follow UN resolution on kashmir from 1948 first, which tells them to leave kashmir (POK) to the actual international boarder which they haven't till date and india to minimize army presence in the region. Then comes other factors like neutralising Jihadist groups, democratic discussion etc. Anyone can check this resolution on UN website.

Shorb Kofteh do your homework . let me help you. FYI, the resolution has three parts, which are sequential and each part must be complied with before second /third part can be operative. As per the first part Pakistan must take back its forces from it's part of the Kashmir and after this is completed then and only then India will take back its troops from it's part of the Kashmir leaving behind some portion of its forces to save any more attacks from Pakistan. After these two conditions are fulfilled then and only then and that also in Both part of Kashmir, plebiscite will take place.

The crowd there has a beauty which you can only feel if you get there. Pakistan reminds me of the days when i had to go through a lot stress and ppl expecting something from me. and Nepal was just lonely , a lot of noise but lonely. India has a large variety of groups there , there are superstitious , corrupt , honest , idiots , modern , retards and even leaders. all of it was available in India. i know i am not a Muslim but as I have married to a Muslim girl in Turkey , I happen to know a lot about it , Pakistan is like " Kuran has this written and you should follow it " but you know what , they are bluffing , if you read Kuran once intentionally , you will know that Muslim is not a religion in which people are meant to be killed , its the leaders who bluff about that. dont blame the religion, This happens in India too , especially if i remember , there was a party called " Shivsenika " or something like that , which bluffed people about the basis of their religion. No religion( certified religions , i am not takling about cults) in this world spreads Violence. They all are about love , peace and harmony. By my advice , among India , Pakistan and Nepal , India is best , Kashmir is with India right now , let it be with them , If Pakistan and China interfere , Pakistan knows that they will obv loose the war , but China has more strong Military than India , so maybe China can take Kashmir from india by attacking. IF China and Pakistan join forces , India , Russia and USA will join force according to UN 2016 November discussion. and i guess that will be the third world war which will be followed by ISIS as backsupport. the referendum as laid down by the UNO requires the Pakistani army to completely withdraw from the region as far back as determined by the UNO. the second part requires the Indian army to partially withdraw, just enough for defense purposes. only after these conditions are fulfilled in THIS VERY ORDER can the referendum be held. so unless Pakistan demilitarizes first, you can forget even dreaming about Kashmir
