I remember reading a Mysterious Stranger fanfic a long time ago when New Vegas was reaching its popularity limit; 2008. And there was this one fanfic that really impressed me on how to characterize folk like the Stranger...you let the audience make their conclusion on HOW he managed to get into that chapter. This was a soft topic because of how hard it was to deal with writing a character that cannot have character, because their actions WERE their words. Sad for you and me to forget what the name of the fic was but I remember it was 18.2, chapter 18, 2 added interventions/side gags.

i believe billy is full of crap. he is a kid. and kids do not have a grasp on time. 200 years is like an hour to them. so to speak. most kids dont even know how to correctky tell time. and the repeat what they hear and construct sentances that sound good. his parents dont even mention anything about how long hebwas gone. if you didnt see your kid for 200 years. i am pretty sure you would be gappy as hell... not billys parents...

The Mysterious Stranger is just a Deus Ex Machina. "Deus ex machina is a plot device whereby a seemingly unsolvable problem in a story is suddenly or abruptly resolved by an unexpected and unlikely occurrence." Basically ALL theories are true. It doesn't matter how he came to your aid, he just does because he just does.
