Saturn threw Bell out of the ring, then throwing him to the steel steps and Saturn continues to beat up Bell until he was stopped. Saturn’s behavior to the jobber angered Mr. McMahon and Saturn was forced to undergo an new gimmick which he had a mop with him due to landing on his head.

The finish to the Randy/Kofi match was supposed to be the punt since Randy was doing his legend killer thing and was trying to get that move over. It wasn't that Kofi got up too quickly for the RKO, it's that he wasn't supposed to get up at all past the punt/stomp position.
