Withholding tax does not apply till 1,50,000.(tax free threshold). If, above 10% apply. That also may reduce in the annual return! State should collect a tax. I think the threshold is fair!

This is the practical scenario. You can’t get those deducted amount with present setup. There is no way and not yet decided how to pay to the people who are not tax payers. If you are only a tax payer you can pay the only balance in next due payment. Without proper way Anura Kumara announced to cut 10% from all saving deposits. Actually pathetic, contradict what he said in the campaign.

Correct. Withholding tax needs to be means tested. Lower income people should not be subjected to a withholding tax to scoop a 10% out of their measly savings. Government is responsible to devise a system to isolate high income owners savings and savings accounts above a certain amount to subject to a withholding tax. People with higher savings can spread the savings among different account to try to avoid the withholding tax. There has to be a system within the taxation department to detect such people and appropriately subject them to the withholding tax.

Thank you for your explanation. Is this the system change expected? Most of the senior citizens are helpless to deal with IRD due to their poor health.In addition they are unable to obtain services of tax advisors to solve their tax matters due to poor income and inability to handle computer to submit online documents. Therefore government should implement a system immediately without levying fee to provide services to handle tax matters of all senior citizens.This will enable senior citizens who earn an income below Rs.1.8 mn to get tax relief without hassle.
