Todo is a mix of a funny character and a hidden teacher. At first he didn't reveal it, but from the beginning he was just trying to teach the others how to be better. His question about women isn't about what the others would say, but if they will even say it. Todo attacked Megumi, because (almost 100% sure) he lied. It's more likely that he said not what women he liked, but what would be polite and not disrespectful to say, rather than being honest.
