*This is the new form of reservation* : *SC ST STATES:* UP, Bihar etc gets very good amount central fund even though they give very less revenue to country. *OBC states:* Gujarat and maharastra gets good central fund and give medium output . *General category states:* Karnataka, tamil nadu , Keral and Andra-telangana, gives great amount of revenue to nation by hardwork and discipline but gets nothing from central. What a unfair policy by central government: *Atleast Ambedkar reservation for castes is bit justifiable since there was a reason.* *This Modi reservation for states is totally selfish and arrogance of power which destroy the whole economy and unity of the whole country.* Central government is punishing South India for showing discipline and development. And central government is rewarding the states which did corruption and showed indiscipline in following the policies of growth & population control. In simple words South India is subsidising North states at the cost of their own future growth. Ultimately that money goes to currupt north politicians. This is very bad message for the beaurocrates and citizens who are willing to show the progress. Because they will be penalised at the end. *This way of injustice is very bad for the sustainable growth and unity of the country.*

Uniform development across all towns and villages don't happen overnight. You need surplus budget to do that. He built a new city cyberabad in Hyderabad which is now cash cow for the whole state of Telangana. He started off with a blank financial sheet in 1994 and left massive surplus in 2004. If he had not lost in 2004 AP would have been the richest state in India. Go ask Modi who replicated the same vision by CBN in Gujarat.
