Here I am wondering, did the subjets of these men make ceremonies and rituals in their name, or were they made to do it? Did they consider their rulers gods, or did the rulers consider themselves gods?

The rulers from this video were selected based on the criterion that they did not proclaim themselves as gods. The list of kings and emperors who declared themselves as divine would likely be much much longer. So.. it is probable that the rituals were made without direct involvement the ruler.
