Well yes, a lot of visual kei Jrockers look alike, for example, occasionally the drummer from heidi, and shou from a9. But for so many people to have questions, and have thought wataru & Ruki are "Brothers" they must look VERY alike. :] To me, they "sort of" look alike ^-^ but not enough to be brothers.
