No, they just spam it a lot to restrict their opponent's movements. During the actual fights, they usually hit well above 40%. Also, cypher has 37% LG on Furious Heights, so your observation is incorrect.

Cypher got some solid luck. On sinister he got the spawn at red to get back easy 150 armor and kill. Last map on bloodrun besides several easy spawn kills he got lucky at mega at 5-5 he was always in the air from rocket making him lot harder to hit. Moreover evil underestimated a lot like he did at quakecon. m 100% givving him countless spawn easy kills next time evil will win
