Most likely the caps(hot and cold side) are not in the best shape anymore. Even if they don't look inflated. You should be able to pull at least 9 amps with that H4 bulb if you connect the high and low beams together.

Good idea, I'll replace the electrolytic. Now, if I parallel those two bemas it's just seen like a short...probably you are right! Thanks and Merry Christmas!
